|
Support for mobility of senior citizens is an important agenda in an aged society, and concessionary fare on public transportation is a leading policy measures of such mobility support by lowering the economic barrier. However, there is controversy concerning the senior citizens’ free riding of subway in the aspect of providing fair support for each region and transportation means, and sustainability is an even more serious issue concerning the cost. Therefore, this paper intends to analyze the social policy issue around the free riding of subway by senior citizens and propose the rational alternative. Its purpose is to seek a balance between support of mobility of senior citizens and socially sustainable cost burden in an aged society. Under the clear principle of retaining the support of mobility of senior citizens while considering sustainability of cost burden at the same time, this paper proposes the following alternative after the cost-effectiveness analysis of potential alternative measures configured through review of cases in other countries and suggestions by experts. The proposed alternative plan is to change the free riding scheme of subway to discounted fare scheme for the senior citizens, to change the discount on fare from 100% currently to 50% level, and to gradually increase the applicable minimum age to 70. It also proposes the financial aid for fare discount through comprehensive negotiation between the Ministry of Land, Infrastructure and Transportation and the Urban Railway Corporation for transportation policy to support mobility of the socially disadvantaged including the senior citizens.
